If you have a couple of hours for a layover, pretty well any cab driver can take you there, but you have to negotiate a price (no one uses meters). Considering that it costs $25 US (for two) to get into Belize City, you might be able to get them to go there and back for $20, maybe less. (Make sure they have a GREEN licence plate and working air conditioning.)

Yes and no (but yes). There is one in the south near Fort St by the lighthouse a short walk from where the water taxis and ships arrive and there is another up north (sea shore dr) in a residential area. The northern one is what pips up on google maps and more commonly referred to. They are both exactly the same apart from their location. Both are located within/near a park if you want to picnic. Unless you have your own vehicle, I wouldn't bother going to the northern one. We visited both just to make sure they weren't different. The southern one (by tourism village/water taxis) is near the lighthouse and Fort George Park is close too so you'll get more bang as a tourist on that one.
